BCAP Bids Farewell to Celeste LeBlanc, Care Services Director

With great appreciation for all she has contributed over her nearly 16-year tenure as BCAP's Care Services Director, BCAP bids farewell to Celeste LeBlanc. Her last date of employment with BCAP was Friday, April 3, 2026.
With steadfast dedication to BCAP's mission, Celeste consistently provided strong leadership and high-quality training to BCAP's Care Services staff. Daily, she supported her team and provided services to improve the lives of people living with HIV.
In 2025, with Celeste's strong guidance, BCAP's Care Services provided:
262 people living with HIV (PLHIV) with case management and health insurance navigation services
94 PLHIV with nutritious food and hygiene items
61 PLHIV with financial assistance for housing/shelter and 19 PLHIV with housing subsidy management services
53 PLHIV with transportation assistance for medical and other essential appointments
As she steps away from the role, Celeste leaves BCAP with a fully staffed and highly skilled team of four case managers and one health insurance navigator to continue to provide services to people living with HIV.
For the time being, Frank O'Caña, BCAP's Executive Director, will oversee the Care Services Department until a new Care Services Director is hired.
